Gestión del riesgo sanitario por COVID-19: El rol del planeamiento estratégico y la resiliencia organizacional en una mancomunidad regional

COVID-19 Health Risk Management: The role of strategic planning and organizational resilience in a regional community of nations

Resumen
La investigación analiza las estrategias de prevención, mitigación, preparación y respuesta ante el COVID-19 (2020-2022). Con enfoque cualitativo, tipo básico y diseño no experimental, abarca planificación estratégica, resiliencia organizacional y riesgo sanitario. Participaron expertos en gestión de riesgos y directivos nacionales, regionales y locales. Se concluyó que la planificación fue centralizada, sin integración del sector privado ni organizaciones sociales, priorizando la respuesta sobre la prevención. Se evidenció deficiencias en la planificación estratégica y el sistema de salud pública durante la pandemia.

Abstract
The research analyzes prevention, mitigation, preparedness and response strategies for COVID-19 (2020-2022). With a qualitative approach, basic type and non-experimental design, it covers strategic planning, organizational resilience and health risk. Risk management experts and national, regional and local managers participated. It was concluded that planning was centralized, without integration of the private sector or social organizations, prioritizing response over prevention. The pandemic revealed deficiencies in strategic planning and the public health system.
